2025 West Java BPD PHRI RAKERDA I was successfully held in Cirebon City on Tuesday–Wednesday, November 25–26, 2025. The event was officially opened by the Mayor of Cirebon, Effendi Edo, who emphasized that the hospitality and restaurant industries must respond quickly to changes in tourist behavior, which is now increasingly digital-driven.

He stressed that digital transformation is a strategic step to strengthen the competitiveness of the hospitality sector, especially amid economic challenges and changes in demand patterns.

Industry Challenges: The Impact of Presidential Instruction No. 1 of 2025

At this Regional Work Meeting, one of the main issues that emerged was the decline in the performance of hotels and restaurants due to the travel budget efficiency policy outlined in Presidential Instruction No. 1 of 2025.

The MICE (Meetings, Incentives, Conventions, Exhibitions) sector was the hardest hit, as it had previously been heavily dependent on government activities. This situation requires businesses to change their business strategies and explore new sources of income.
